"The Appellate Division of the state Supreme Court yesterday overturned a lower court decision that barred the speaker of the City Council, Gifford Miller, and five other council members from running for re-election in November. The court ruled 3-1 that the council acted within its powers last September when it amended the city’s term limits law to allow the six council members to seek another term.
